Project Title: Custom ERP System Development for Electrical Contractor (Phase 1) Project Overview We are seeking an expert full-stack developer or a development agency to build the foundational phase of a comprehensive Enterprise Resource Planning (ERP) system. Our company, Barq, is a contractor for the Saudi Electricity Company (SEC), managing complex electrical infrastructure projects from start to finish. The goal is to develop a modern, robust, and scalable web-based ERP system that digitizes and streamlines our entire operational workflow, which involves 21 distinct steps. This system will replace manual processes, improve data accuracy, and provide real-time visibility into project status for our management, field teams, and administrative staff. This project posting is for Phase 1 of a multi-phase development plan. We have already completed a detailed analysis and have prepared comprehensive technical specification documents for each module in this phase. This ensures that the development process will be clear, structured, and based on well-defined requirements. Phase 1: Scope & Deliverables This project is strictly focused on the development and delivery of the following four core modules: 1 Work Order Management: The heart of the system. This module will track the entire lifecycle of a project, from receiving the initial Work Order from SEC's Unified Distribution System (UDS) to final project closure. It includes managing official documents, site survey data (with GPS and drawing capabilities), permits, and detailed workflows for excavation, electrical, and civil works. 2 HR Management: A specialized module to manage employee profiles with a strong focus on tracking SEC-mandated training and certifications. The system must enforce compliance by ensuring only certified personnel are assigned to specific tasks and provide automated alerts for expiring certifications. 3 Warehouse Management: This module will manage the complete lifecycle of materials used in projects. It includes processing material receipts from SEC warehouses via OCR, managing inventory (in-stock, issued, installed), handling scrap materials, and processing material returns and additional requests. 4 System Configuration: The administrative backbone of the ERP. This module will allow system administrators to manage user accounts, define roles and permissions (RBAC), manage master data (e.g., course catalogs, material lists), and configure system-wide settings and API integrations. Deliverables: • Fully functional, production-ready web application containing the four modules described above. • Responsive design optimized for both desktop/laptop and tablet devices, with particular emphasis on tablet usability for field teams. • Clean, well-documented, and maintainable code. • A secure and scalable database schema. Note: Detailed technical specification documents for each module will be provided upon project commencement. Future Project Phases (Not in Scope for this Project) We have a long-term vision for this ERP system, and we are looking for a partner for this journey. Successful delivery of Phase 1 will be a primary consideration for awarding future contracts. • Phase 2: Will be initiated as a separate project after the successful completion of Phase 1. This phase will involve the development of approximately six additional modules to cover other business functions such as finance, equipment management, and advanced reporting. • Phase 3: Will focus on deep, automated integration with external platforms via APIs, including the national portal for municipal services (Balady), third-party lab testing portals, and banking platforms for payment reconciliation. Technical Requirements & Stack • We have an existing internal system built on PHP, but we are open to building this new ERP on a modern, robust technology stack. We welcome suggestions (e.g., Laravel, Symfony, Node.js, Python/Django with a modern frontend like React or Vue.js). • The solution must be a responsive web-based application optimized for desktop, laptop, and tablet devices. • Experience with the following is crucial: GPS/geolocation, OCR, PDF generation, document management, photo handling with metadata, and electronic signatures. • The architecture must be secure, scalable, and designed for future expansion.
