Acceptance criteria 1. A user can track a grant from lead through close, with status changes logged and permission-checked. 2. The analytics service returns a probability score for each open grant within 300 ms for typical datasets (<10 k records). 3. Chatbot replies in under two seconds and never leaks data across tenants. 4. All features pass CI, code is PSR-12 compliant, and a README explains the setup in under five minutes.
